Please note: I play an Alliance character so this guide is geared toward the Alliance side.
The Feast of Winter Veil takes place every year in the month of December. It begins on the 15th and lasts throughout the New Year until January 2nd. There are a lot of really fun things to do during the event. You can start snowball fights, kiss people under the mistletoe, and even get presents through the mail. The question I hear the most is "Where did you get that reindeer mount?”
Now I've done a lot of research into this (as I wanted one very badly), and have got the entire scoop about the reindeer mounts. The first thing is it isn't actually a mount. It is an item you receive as a quest reward that has 5 charges to change your current mount "into something more festive".
You can also receive this item randomly for "kissing" a Reveler under the mistletoe. These Revelers are found in Inns. They have a random chance of giving you 5 Fresh Holly (the item that will give you a reindeer), or 5 Mistletoe (a buff for you to use on your friends). To get it from the Reveler you must be at least level 40.
You get the quest in Ironforge. It is located right in front of the bank, and honestly you can't miss the place.

You will be looking for a goblin by the name of Wulmort Jinglepocket. He is standing in front of the Smokywood Pastures' wagon.

You must be at least level 40 to receive this quest. I don't know if you have to have a mount also. (If there are any level 40's out there with out a mount could you let me know for sure about this one.) Wulmort will have two quests for you. The one you want to take for the reindeer is the one that refers to Metzen the Reindeer.

After you accept the quest, you have two choices on where you want to go rescue Metzen. You will either want to go to Searing Gorge or Tanaris. Keep in mind that these zone levels are in the mid 40's, so if you are in your lower 40's you will want to bring help.

Metzen the Reindeer is in a pen right on the road before you hit the cross roads in Searing Gorge. He is in front of a camp of Dark Iron Dwarves and War Golems. In Tanaris, he is located in the middle of the pirate encampment. There are stables in front of the Southeast building inside the wood fence.

All you have to do is click on Metzen, and you will "sprinkle your dust" on him. Make sure to clear the area around him so you don't get interrupted.

You don't have to do anything else but get yourself back to Ironforge for your quest reward. Once you are back at Wulmort you will be greeted by the wonderful view of a yellow question mark over his head.

Along with money and experience (if you are below level 60 that is), you will receive 5 charges of Preserved Holly.

And after wards, mount up, and give your mount a nice new look! Remember you you have five charges with your holly. You do get the chance to get more though. Metzen will offer you another very easy quest to do after you complete this one. You will need one Deep Rock Salt to complete it. And you just have to walk behind the wagon to get the quest complete and five more charges of Preserved Holly.
